The manager of the Provincial Education Administration has the mission of directing, advising, executing and controlling in its context, the application of State and Government policy, in the teaching activity, coordinates and integrates the efforts of organizations, organizations and institutions of society to achieve the integral-communist formation of the current and future generations, as well as assures and consolidates the quality of the teaching staff together with the university.
Mission
The manager of the Provincial Education Administration has the mission of directing, advising, executing and controlling in its context, the application of State and Government policy, in the teaching activity, coordinates and integrates the efforts of organizations, organizations and institutions of society to achieve the integral-communist formation of the current and future generations, as well as assures and consolidates the quality of the teaching staff together with the university.
Specific functions
- Establish and control the provincial plans for the development of Preschool Education, Primary, Special, Secondary, Pre-University Education, Technical and Professional Education, as well as Adult Education.
- To guide and methodologically control the educational teaching work of the 10 municipal directorates, the three provincial centers and the Pioneer Palaces.
c. Promote, organize, facilitate and integrate the work of all organizations and organizations that participate in educational activities in a systematic and consistent manner. - Establish the objectives, types and specialties of educational centers and other educational institutions that correspond to the different educational subsystems.
e. Establish, advise and control the application of the legal and methodological provisions that govern the educational process of the levels and types of education that manages and other activities that, as a result of this process, are carried out by other state agencies and by political, social and mass organizations.
f. Prepare, in coordination with other political and mass organizations and organizations, the proposal for the approval by the Cuban Government of the plans of continuity of study for all graduates of sixth and ninth grades, as well as those of twelfth grade who do not enter Higher Education or go to the Active Military Service, in correspondence with the priorities of the economic and social development of the province and the network of existing centers.
g. Advise, guide, supervise and systematically control the Municipal Directorates of Education and the provincial centers, to promote the adequate development of their functions, as well as systematically supervise and control the fulfillment of these through different channels. - Control the requirements for the creation, merger, transfer and closure of educational centers and school premises belonging to the Ministry of Education and approve those cases that, due to their importance and magnitude, are so demanded.
- Establish, guide and control the main directions of the ideological political preparation, the patriotic military and international education of the students, as well as the teaching and management staff, in order to exert the appropriate influence on the children and youth in each historical moment of the Development of our Revolution.
- Establish, guide and control the norms and requirements for the application of the principle of the combination of work and study at all levels of education.
- Design, guide and control the policy related to vocational training and professional orientation of the new generations, in correspondence with the needs of the socioeconomic development of the province.
- Guide and control the application of the policy regarding the training, completion, retention, overcoming and more rational use of the teaching and management workforce.
- Design, guide and control the fulfillment of the plans aimed at achieving the education of the Cuban family and to keep it informed about the most important aspects of the education and development of their children.
- Direct and guide the planning process (annual and monthly) of the activities of the subordinate entities.
- Decide and control the implementation, application and compliance with the Board Policy regarding the movement of the Special Pedagogical Reserve.
- Apply and control current curricula and programs.
- Advise and control the application of the legal and methodological provisions that govern the educational process.
- Comply with regulations regarding the approval and delivery of titles and diplomas.
- Evaluate and control the process of development and technology transferredto the activities under any charge, as well as the operation and effective use and development of its scientific potential, in accordance with the regulations established.
