With a wide range of tasks, in Ciego de Ávila, the Technical Advisory Council was restructured, whose main missions are aimed at studying, evaluating and issuing recommendations related to the entity's activities, the science, technology and innovation strategy, and the determination of priorities.

It will also be within its competence to assess the proposals for science, technology and innovation programs and projects, to solve the problems identified at their level, the use of the scientific potential of the sector and the strategies for its development, the quality and rigor of the scientific, technological and innovation activity, the actions in relation to the care and conservation of the environment, as well as the scope and impact of the results of the science, technology and innovation activity, as well as the actions for its introduction and generalization.

This advisory body, made up of 29 members, "provides government management with the necessary tools that guarantee decision-making based on the application of science, technology and innovation." MSc. Rafael Pérez Carmenate, Director of the Territorial Delegation of the Ministry of Science, Technology and Environment (CITMA), pointed out in the initial working session, chaired by Tomás Alexis Martín Venegas, Governor of the province, counted on the signing of the commitment of the members to fulfill the social mandate for which they were appointed.

As a first action, after the restructuring, the evaluation of the main actions from science and innovation, undertaken in the confrontation with Covid-19 and its main results in the province, was presented. In addition, at the request of the Governor, Dr. C. Silvia Retureta, presented the forecast made by the multidisciplinary team that she heads, regarding the behavior of the pandemic in Ciego de Ávila.

In March of the current year, Decree-Law 28 of February 16, 2021, approved by the Council of Ministers, was published in the Official Gazette. In line with this, the Governor issued Resolution 122/2021, which specifies the need for the Technical Advisory Council to be made up of professionals whose knowledge contributes to the priorities of the socio-economic development of the territory. Likewise, it was approved by Resolution 123, the Regulations for the operation of the body.

Among the immediate tasks to be carried out by the CTA, the evaluation of the progress of the Food Sovereignty and Nutrition Education Plan is included, as proposed by the Governor, it was agreed to include in the plan of topics the study of hydraulic resources, as well as the evaluation of residuals to avoid contamination and the situation that transport presents from the deficit of energy carriers. These actions will be presented by the temporary working groups, constituted for this purpose, to make the necessary recommendations to the government.
