Just as the meteorologists refer to the thermal sensation, it could speak of an epidemiological sensation in Morón by judging accumulation of opinions that show high concern, due to the regression of the territory to the epidemiological stage of Limited Autochthonous Transmission.

However, the perception of risk and the sense of social and individual responsibility seem to have touched the heart of the people so late, to the extent that, of the New Normality, some of them only understood the second term and resisted living in different conditions, by being irreverent citizens to biosecurity measures.

Rectifying is wise, but it had been smarter to react before the 30 outbreaks controls and 133 infections accumulated in the Morón's territory in the course of 2021. More than a dozen people were not overwhelmed by uncertainty while they wait for the result of PCR-RT tests, nor our souls would cool when we learned that two children, barely a few months old, were positive and remain hospitalized in an unequal battle of innocents against a powerful disease.

We cannot speak of acting irresponsible as a generalized evil, however, the abundant presence of citizens in the streets, just a few hours later, triggered the alarm - the one that did not surprise many because they followed the countdown from the beginning of the month - it is a proof of the imperceptibility of the danger (perhaps it is more fair to say a lack of sensitivity, organization or ability to act proactively), despite the enormous efforts made throughout the country to contain the virus.

In its new outbreak, the disease is more contagious as a result of carelessness and excessive confidence, which seems to have reached its maximum expression in family and, not so familiar, festivities, in the final days of 2020, events that implied a rise in the rate of infestation of this and other municipalities, in order to position them in the epidemic phase again.

When we were on the shore, we jumped into the river again and, now, we only have to swim until we get back. It seems distant; it is necessary to swim through four streams to reach it. The return to "water" represents the inevitable paralysis of much of economic and social life, while the country, with few wealth and blockaded, allocates millions of dollars to care for infected patients, and hundreds of doctors risk their lives, during hours, to save others.

In Morón, going back to “water”, deep and deep inside, means the closure of 37 of the 40 educational centers in the municipality, limitations on bus transportation; regulations for the circulation of alternative means of transport (cars, cycletaxis and others), restrictions to access and leave the territory, and the prohibition of visits to the hospital and penitentiary centers, just to mention some of the measures adopted to contain the virus.

The new epidemiological scenario puts to the test the organizational and innovative capacity, and the managerial skills of the cadres to seek alternatives and solutions to problems such as the deficit of resources and fuels, because the economy cannot stop the march and it is necessary to achieve higher levels of productivity to overcome a crisis that goes beyond the borders of our island.

Changes in our routines and plans appear, including effects on the individual economy in the midst of the transformations carried out as part of the Ordering Task, that will not stop due to its importance. Therefore, the authorities intend to act with greater rigor and achieve greater effectiveness in confronting harmful behaviors that contravene this process and favor the spread of the epidemic.

Other efforts will be aimed at guaranteeing the vitality of medical services and the preparation of conditions in the face of the foreseeable increase in those infected ones, the rising in investigations (even in work centers) and studies of the population at risk, the systematicity in the control of travelers, the development of health hearings and the strengthening of health control measures, including border points with neighboring municipalities.

In line with the provisions of the Provincial Defense Council, the territory plans actions to maintain vitality in the production of food, essential goods and services; it continues with regulated sales in the commercial network and guides the approach of products to the inhabitants of distant communities; the courier service is resumed to provide assistance to those in need and the sale of food and basic necessities to the population is promoted.

In such complex circumstances, the provincial and local authorities have called for strengthening unity and achieving greater management of local cadres and executives, in order to meet the needs of the people. There is not room for laziness, bungling, and accommodation.

Confronting Covid-19 is also a task that requires the integration of science, the development of an informative-analytical work that contributes to making accurate decisions and the participation of all social actors, so that everyone is capable of doing their part, and doing it well! This is not the time to justify what was badly done, it is necessary to rectify or give space to those who know how to behave at the moment.

The Morón's citizens have the instructions to advance to the river bank and position themselves in safety conditions, but they will only achieve it if they are able to respect the established techniques. Swimming on your back should never be an option; much less hit bottom.
