Cuban jurists draw on improving their performance

Juristas cubanos apuestan al perfeccionamiento de su desempeño

The will of Cuban jurists to improve their performance to respond to the deep political, economic and social transformations that are taking place in the country; it was demonstrated during the Virtual Forum on Joint Ownership Relations, sponsored by the Provincial Chapter of the Cuban Notaries Society in Ciego de Ávila.

From different perspectives, topics such as property ownership, the need to modify the legal regime of marriage, the payment of the tax for the transfer of assets and inheritances, the matrimonial community of assets and the right of perpetual use of the land were analyzed.

With more than 250 participants (notaries, public registrars, lawyers, merchants, teachers and students) from the provinces of Pinar del Río, Havana, Matanzas, Ciego de Ávila, Camagüey, Las Tunas, Granma, Holguín and Santiago de Cuba; the event contributed to improving the management of professionals involved in the provision of legal services.

Olga Lidia Díaz Pérez, General Director of Notaries and Public Registries of the Ministry of Justice (MINJUS) of the Republic of Cuba, highlighted that the event responds to the call of the Prime Minister, Manuel Marrero Cruz, who indicated that the members of the branch should continue their overcoming, seeking solutions within the framework of the legal system and establishing themselves as faithful defenders of the constitutional postulates.

In this sense, Díaz Pérez, also President of the Cuban Society of Notarial Law, recommended sharing the experiences of the forum, “because it is not only a matter of exposing the problems we have with certain personalities and legal institutions, but also of correcting them with the current legislation. We are committed to legislative changes, however, we have various solutions and interpretations of regulations to improve the notarial activity. That is the challenge”.

She proposed to the organizing committee to continue this event and celebrate the next one in the second half of April, in order to discuss the activity of the Civil Status Registry in matters of correcting errors or omissions, a matter of vital importance that requires the search for novel solutions, in accordance with the law and protected citizens by constitutional precepts.

The MINJUS leader also evaluated the potential of new technologies for the development of scientific events, by enabling communication and exchange among a greater number of professionals that will contribute to raising the quality of legal services.

Edelso Pérez Fleita, President of the Board of Directors of the Union of Jurists of Cuba (UNJC) in the province of Ciego de Ávila, pointed out that “new times impose new ways of doing things, so that improvement and scientific and professional exchange continue being possible”. On behalf of the organization that he directs, Fleita thanked everyone for their kindness to participate by asserting that the quality of the event is guaranteed.

The highest representative of the UNJC in the territory of Ciego de Ávila congratulated MSc. Marla Iris Delgado Knight, president of the Provincial Chapter of the Cuban Notaries Society, for the magnificent initiative of organizing this virtual meeting.

The virtual forum was honored with the participation of Dr. C Marta Fernández Martínez, Professor of Civil Law and Vice Dean of Research and Postgraduate Studies of the Law School of the University of Havana; and Sebastián E. Sabene, Director of the Institute of Registry Law of the Argentine Notarial University and Director of the Specialization Course in Registry Law in the aftermentioned house of higher studies of the South American nation.
