Pueblo y la mejor vacuna para enfrentar a la Covid-19

This Tuesday, April 6th, necessary details of the appearance in Equilibrio Magazine of Carlos Luis Garrido Pérez and Tomás Alexis Martín Venegas, President and Vice President of the Provincial Defense Council, together with Dr. Ángel E. Batista Díaz, Director of Health in Ciego de Ávila, were offered in the joint transmission carried out by Televisión Avileña and Radio Surco.

In his explanation, the highest director of Public Health in the territory detailed the epidemiological situation that the territory presents today and for this reason it remains in the Autochthonous Transmission phase, even though the number of daily confirmed cases does not exceed so far 20 positive patients. As journalist Sayli Sosa Barceló pointed out in the publication of this April 5th in the newspaper Invasor, “The rebound in the number of positive cases to COVID-19 in Ciego de Ávila that began on March 24th, just one year after the pandemic in the province, it is going for two consecutive weeks".

The truth is that it matches when the country also experiences the highest accumulated daily recorded figures to date and although those of the province of Ciego de Ávila are manageable, this cannot be indicative of diminishing the perception of risk. Hence, Batista Díaz insisted that given the dispersion, no municipality presents indicators for the stage of the New Normality. Similarly, she stressed that, although it has been validated by the IPK of the Molecular Bilogy Laboratory located at the Roberto Rodríguez Hospital, in Morón, whose effectiveness is verifiable through the number of samples it processes and whose results are obtained between 24 and 48 hours, the quality of the inquiry continues to be an Achilles' heel due to its percentage is lower than that proposed one.

At this time, the focus is on the identification of 39 spotlight controls, three of which are institutional ones in the provincial capital: Provincial Dairy Company, Cupet and the Greenhouses of the Ceballos Agroindustrial Company, the first of them with greater possibilities of generating a contagion chain that can lead to it being identified as an event. According to the report of the journalist Luis Raúl Vázquez, in the Defense Council that met this Monday, the controls of open sources were also mentioned in two facilities of the North Cays and the Dr. Antonio Luaces Iraola Provincial Hospital.

One aspect that, although it should not lead to false enthusiasm, is at least reassuring, is the fact that no case of pediatric patients in the province is reported as serious.

For his part, the President of the Provincial Defense Council, Carlos Luis Garrido Pérez, pointed out, taking as background the explanations provided by the Director of Health, that we must be fully aware that we are not in a position to return to the New Normality, when there are latent risks and a high spread of the disease, which can cause more complex situations.

Then, he referred to essential measures that must be taken up again. In that sense, he mentioned the situation of the queues, in multiple spaces and for dissimilar reasons. Hence, a group of colleagues will be in charge of guaranteeing a higher order and enforcing the protocols established to eradicate agglomerations at the level of administrative organizations and Defense Councils of the municipalities and zones.

The closure of services was indicated at 3:00 pm, not only facing the Ciego de Ávila`s Boulevard area. Stores will have an established schedule from 7:00 am to 3:00 pm. Circulation on public roads will be regulated by starting at 4:00 pm and thereby eradicate what is currently happening, because of people will not make unnecessary visits, share in public spaces, practice sports or play soccer, when times really demand the longest possible hours spent in the home. "Without meaning or representing a curfew - he clarified - we are orienting the necessary limitation of the mobility of citizens, and for this we seek the maximum understanding from our population."

State and non-state cafeterias will also sell products until 3:00 pm, properly packaged, for consumption at home, and this will be strictly controlled.

With regard to remote work or telework, Garrido Pérez, pointed out that it has regressed, for which it is a priority to reverse this situation. It was also agreed to increase propaganda, dissemination and influence the perception of the population, expanding the reach of the media and making effective the use of social networks.

The border points with Sancti Spíritus and Camagüey will be reinforced, with health personnel, in order to achieve surveillance and active investigation actions. The departure of private cars from the province will be carried out only in exceptional cases and with prior authorization from the Government authorities.

The First Secretary of the Provincial Committee of the PCC mentioned the high cost of COVID-19, for which reason, at the end of February in Ciego de Ávila, 32 million pesos had been spent, and although neither means nor efforts were spared, it is clear that in the midst of the complexities the country is going through, the limitations imposed by the pandemic and the permanent resurgence of the Blockade, they put a lot of tension and are allocated to that end, resources that could be used in other social functions.

Tomás Alexis Martín, Governor of Ciego de Ávila, explained that the measures must be carried out in all municipalities. He mentioned several concepts that are vital for the confrontation to be effective, he resumed among them the importance of the cooperation of the people to guarantee the quality of the investigation and the discipline that must be maintained in the fulfillment of the announced measures and that will be implemented or resumed at starting April 7.

He referred to the created conditions and the reservations available in the Isolation Centers, made up of the three categories: suspects, contacts and travel people.

He emphasized the primary role of the family, in the protection of children and vulnerable people, and appealed to the ideology of the Commander-in-Chief, to succeed in this prolonged combat: to work with meticulousness, accuracy and truthfulness.

In his final words, Carlos Luis Garrido Pérez, summoned the population once again, highlighting that “the main vaccine we have is responsibility, discipline, and compliance with hygienic-sanitary measures so far. Overconfidence and non-compliance with the provisions only lead us backwards. We must preserve human lives, whatever the cost. The people are the main protagonist in this battle. Ciego de Ávila`s citizens, strength and unity to win”.
