After the approval in recent days of a new Plan to confront COVID-19 in Cuba, Prime Minister Manuel Marrero Cruz announced the decision to send temporary work commissions to the most complex provinces: Matanzas, Ciego de Ávila, Camagüey, Santiago de Cuba, Pinar del Río and Mayabeque.

To fulfill this task, the team headed by Jorge Luis Perdomo Di-Lella, Deputy Prime Minister, Félix Duarte Ortega, member of the Secretariat of the Central Committee of the PCC and Lilian González Rodríguez, second head of the Office of Attention to the Local Bodies of the Popular Power, who together with Regla Angulo Pardo, deputy minister of the Ministry of Public Health, held in the morning a meeting with members of the provincial and municipal Temporary Work Groups.

From the update of the epidemiological situation of the province, which is considered a complex one, and to temper the measures contemplated in the aforementioned Plan, the main call was focused in three directions, starting with the organization of the process related to the detention of positive, suspects and contacts cases, where Health Institution plays a key role.

Also and decisively, the decrease in mobility levels cannot be postponed. In this sense, Perdomo Di-Lella emphasized that this reorganization should become the first task of the Temporary Working Group. The growing number of authorizations for the circulation of means of transport, the excessive movement of citizens, especially between the hours of 8:00 a.m. to 1:00 p.m., as specified in his intervention by Roberto Obregón, mayor of the municipality of Ciego de Ávila, the concentration of agglomerations due to the queues to acquire basic necessities or others are factors that have contributed to the spread of the epidemic. It is essential to continue decongesting work centers and maintain control of both state and non-state activity. At the meeting Alexis Portuondo Brizuela, Provincial Director of Labor mentioned OM 666 of July 1, 2021, a document that contains Clarifications on the application of labor wage and social security measures in the community transmission phase. 

For his part, the member of the Secretariat of the Central Committee of the PCC, Félix Duarte Ortega, insisted on the need to adjust to change and promote the work of mass organizations at the community level and union organizations in the workplace. "It is essential that the health situation be known in a stratified manner, that is, at the level of the municipality and even the Popular Council, so that actions can also be effectively planned". 

Carlos Luis Garrido Pérez, First Secretary of the Provincial Committee of the PCC, reiterated the concept of the minimum indispensable in mobility, prioritizing everything related to the guarantee of the vitality of the territory, in the first place what is related to health care , the production and distribution of food and community activity. He emphasized that the Central Plan must be adjusted in each municipality, taking into account their particularities.

One aspect addressed as essential was Social Communication, based on the strategy that has been designed, but which requires that each information offered be more similar to the territory. Using and creating communication channels with the people requires effective skills and methods. 

To reverse the situation that Ciego de Ávila province is currently experiencing, it is essential to work and act differently from how it has been done so far, without discarding positive experiences, and for this it remains essential to have the support, discipline, responsibility and understanding of the population.
