According to the Minister of Transport, Eduardo Rodríguez Dávila, greater control and reduction of mobility in the province of Ciego de Ávila will rule from next Saturday, starting at 2:00 PM, with the complete elimination of the circulation of cars, motorcycles, carriages, bicycles or other vehicles unrelated to the COVID-19 confrontation.
The new requirements raise the rigor of what was established; but the prohibition to transit in and out of the municipalities will form part of this too, in addition to the exit and entry of the province, with the exception of matters of greater sensitivity, such as deaths or medical appointments. The municipal government institutions will issue the authorizations.
Rodríguez Dávila explained that the previous measures, adopted in mid-July, were being violated, which is why there was a lot of mobility, one of the causes of the high dispersion registered in recent weeks in the province, with a confirmation of 1 192 positive cases in the report of August 3.
During the meeting of the Minister with the leadership of the Temporary Group to Confront the Pandemic, directors of the municipal assemblies of People's Power and the first secretaries of the Cuban Communist Party analyze the authorizations issued from other provinces. The verification proved the adulteration of the passes with scanned signatures, which will lead to the application of the corresponding measures.
In a monitoring carried out on August 2, he reported that nearly 2000 vehicles passed through the control points with said irregularities, and they detected a series of violations: from cars without the proper authorization or lacking the corresponding permits up to false documents.
In the case of the transportation of workers, it must be carried out within the hours between 5:00 in the morning and 2:00 in the afternoon, outside of that time, the movement of workers will be understood as negligence for which directors will respond directly, who must organize work flows to respect the absence of mobility.
The restriction of motor vehicles not linked to the confrontation with the pandemic is added to these regulations, where cars and motorcycles with registration ending in an odd number may only circulate on odd days; and those ones finishing in an even digit, will do so on even days.
Other measures will be applied to avoid queues, increase income capacities for the sick and suspect patients, distribution of food to the population and support for medical personnel.
