The system of attention to citizenship has to undergo a radical transformation, essential in the management to strengthen the Cuban model of socialist democracy, Jorge Luis Tapia Fonseca, deputy prime minister of the Republic of Cuba, stressed once again, on a working tour of the popular council Máximo Gómez, north of the province of Ciego de Ávila.

When checking the problems that most affect the population of this portion of the municipality of Chambas, the analyzes focused on the slow recovery of the homes affected by the passage of Hurricane Irma, in September 2017.

The delegation, which was also led by Jorge Luis Broche Lorenzo, member of the Secretariat of the Central Committee of the Communist Party of Cuba (PCC), Carlos Luis Garrido Pérez, first secretary of the PCC in the province, and Governor Tomás Alexis Martín Venegas, made it clear that those in charge have suffered from the lack of control and the proper organization of the process in the integrated work of the entities that influence the fulfillment of this social commission.

After the initial question from Tapia Fonseca about the exact number of the housing fund still affected, a lack of conciliation between the Municipal Housing Directorate and the raising of the local delegates was evidenced, showing different figures. Except in the case of Circumscription 57, in practice no total collapse has been completed.

Critical became the analysis of the follow-up to the delivery and sale of construction materials. “Why are there so many resources in warehouses and not in people's homes? What is the obstacle so that the population does not access the materials in existence in warehouses and trades? It is inconceivable,” the Deputy Prime Minister commented.

Other deficiencies were the high volumes of unmarketed aggregates, the refusal of those in charge of Commerce in the territory to acquire more, limitations in the delivery of bathroom and carpentry elements for the completion of subsidies, although the house can be raised without waiting for it; as well as the lack of organization to take material trips directly to those affected people without having to go through the store.

Regarding the latter, Tapia said that it is necessary to change old concepts of work, help the people more, eliminate bureaucracy, because many do not have a way to find resources. Managers' empathy with the masses is vital to success.

He added that the cadres have to be interested in the problems of the citizens, if the problems are known, one should not wait for them to come and raise them, "it is you who have to go see them case by case."

In checking the agreements, the Hydraulic Resources structures gave an account of their management on the progress of the agreements of the previous meeting. The work at the Punta Alegre water treatment plant is expected to be completed on September 20 and the investment in the aqueduct of Los Perros community for October 20.

Another debated element was the shooting of water in pipes, which should be coordinated directly with the delegates of the constituencies for its better organization. Therefore, the Vice Prime Minister pointed out that the directors must respect the role of the delegates because the people elected them in a sovereign mandate and they represent the basic structure of our Government.

Also at the meeting, the progress of various proposals related to Public Health, Transportation and the repair of educational institutions was checked; in addition to the revitalization of sports facilities and the delivery of implements to resume the promotion of physical activity once the pandemic ends.
