    Deputies from Ciego de Ávila analyze draft laws

    Diputados de Ciego de Ávila analizan proyectos de leyes

    On Monday, through a videoconference link with the Palace of Conventions in Havana, due to the epidemiological situation the country is going through, Ciego de Ávila`s deputies to the National Assembly of People's Power (ANPP) analyzed four law proposals.

    On this occasion of the VII Ordinary Period of Sessions of the IX Legislature, the president of the Supreme People's Court (TSP), Rubén Remigio Ferro, presented the law proposals of the Courts of Justice, the Administrative Process, the Code of Processes and the Process Penal.

    The deputies intervened in the debate after prior preparation, exchanges and clarification of doubts with specialists and academics.These important documents were part of a wide consultation that reached state agencies, universities and the population, which was able to consult them and give their opinion through the websites of ANPP, TSP and the enabled emails in this regard. All this allowed the improvement of the content of the rules.

    To expose the magnitude of popular participation, Remigio Ferro said that 3,295 criteria were received in the preparation of the projects, of which 2,846 ones were proposals for changes and 1,870 of them were accepted, equivalent to 66 percent.

    Among the modifications related to the law proposal of the Courts of Justice were some of the functions and participation of lay judges, to move towards a more rational formula of its use.

    "They represent the direct participation of citizens in justice, an indisputable mark of democracy in Cuba and a form of popular control over the actions of the Courts, elements that add strength to the system," Remigio Ferro alleged.

    The presentation of evidence through information and communication technologies is included as a novelty, in the cases that require it.

    In the draft Law on Criminal Procedure, which will replace the current Law on Criminal Procedure, it is included among the changes to offer greater prominence to the victims of crimes, which was not the case, often having a role of mere witness, fact which generated many complaints.

    As part of the regulations, the deadlines for the investigation and presentation of files to the courts, as well as those for oral proceedings, are also extended.

    Yusuán Palacios Ortega, deputy for the Holguin municipality of Sagua de Tánamo, said that with these law proposals very important steps are taken in the criminal and legal order, which also reinforce the terms of the process and go in favor of achieving maximum justice.

    “It will be a very modern law and adapted to the Cuban reality. It will guarantee more effective criminal justice, respecting the civil responsibility of those affected ones, such as reparation and compensation for the victims, which the population will surely be very grateful for, ” Oscar Silvera Martínez, Minister of Justice of the Republic of Cuba stated.

    This Monday, the Cuban parliamentarians debated as part of the day, the law proposals of Administrative Process and the Code of Processes, which together with those debated in the morning will lead "to a profound judicial and procedural reform in the field of Cuban justice.”

    In this Seventh Ordinary Period of Sessions of the National Assembly, the progress of the economy in the first semester of 2021, the report of the liquidation of the 2020 State budget, the results achieved by the Ordering Task and the update of the contributions of science in the confrontation with COVID-19 will be analyzed.
