More than 354,000 Ciego de Ávila`s citizens must participate in the third process of accountability of the delegates to the Municipal Assemblies of People's Power to their electors, which began this November 10 and will run until December 23, during which time 2315 meetings will be held in the 552 constituencies of the province.

Sonia Arena Reyes, head of the Independent Department of the Local Bodies of People's Power, stressed that these spaces for dialogue constitute one of the many expressions of the Government System of People's Power, hence the importance of reestablishing them, complying with physical distancing measures.

She insisted that the delegates should prepare and be accompanied by community factors and representatives of local subordinate bodies to explain, in an adequate way, the policies followed in the municipalities, the province and the country in order to solve the problems, as well as the prospects of eradicating them.

They will be ideal moments to promote the conscious participation of voters, especially the youngest ones, in the exercise of their right; and consolidate this process as a genuine expression of socialist democracy and an important implementation of popular control, she added.

Progress in responding to proposals will also be highlighted and will reflect the integration of voters into their delegates to control objectives of economic and social interest, another expression of popular governance and the accompaniment of inhabitants to collective affairs.

Likewise, it is a priority to resume the debate on confronting social indiscipline and propose measures to prevent and confront them with the participation of community members.

From the neighborhood, delegates and voters with outstanding trajectory in the confrontation with COVID-19 will be recognized, in addition to the tribute to neighbors and representatives of the people who died due to that pandemic.

The Head of the Independent Department of the Local Bodies of People's Power in the province of Ciego de Ávila, attached to the National Assembly, expressed her confidence in the success of the third process of accountability, which takes place in circumstances marked by the narrowing of the links between the different actors in the neighborhoods to face complications derived from the health crisis and the intensification of the US blockade against Cuba.

Prior to the assembly process, training actions have been developed at all levels, including the popular councils, in order to ensure the quality of the meetings, in which 538 activists from the FEU, FEEM and the UJC will participate, plus another 20 collaborators, who will act as observers, supporting the Municipal Assemblies, she explained.

The third process of accountability takes place in the context of the 45th anniversary of the Organs of People's Power and it is of special importance for its contribution to the improvement of government structures at the base, so that the delegates are able to integrate their voters to solve the problems of the neighborhood.

Arena Reyes highlighted that given the impossibility of establishing these dialogues in the last two years, due to epidemiological complexities, the National Assembly adopted measures to maintain the active participation of the delegates in the neighborhoods.

Of the 552 delegates in the province, most of them were released from their job duties and joined integrated community work, active investigations, identification and assistance to suspects and confirmed patients with the SARS-CoV-2 virus, sanitation work, the renovation of the family doctor's offices and the creation of conditions to comply with the Immunization Program against COVID-19.

The meeting limitations led to the incessant search for concerns of the voters usually associated with difficulties in the roads, the poor condition of the hydraulic networks and their negative impact on the water supply, the delays in the collection of solid waste and its consequent harmful effects on communal hygiene and health.

The councils of the administration keep track of these problems, while the consolidation of the work in the community has helped to solve difficulties, with initiatives emanating from collective thinking, which makes it possible to face material deficiencies.

These actions do not replace the importance of the assembly process, which stimulates participation and popular control as essences of the Cuban democratic system, therefore, by reducing the levels of contagion with the coronavirus, it was decided to retake these spaces so that voters know, evaluate and pronounce on the management of their representatives.
