The social impact of the Fishing Law is confirmed in Ciego de Ávila

Regarding the recent debates in the National Assembly of People's Power (ANPP), Reina Torres Pérez, deputy for the territory of Ciego de Ávila and member of the Agrifood Commission, highlighted the social impact of Decree Law No. 129/2019 "Fishing Law" in the province.


During the exchanges in the communities of Punta Alegre and Júcaro, located on the north and south coasts, in that order, the willingness to support the economic development of the nation was verified, in particular the Food Sovereignty and Nutrition Education Program, she emphasized.  


Workers linked to this activity recognized benefits such as inclusion and recognition of the duties and rights of members of the non-state sector, in line with the economic and social transformations that are taking place in the country, the parliamentarian said.


Fishermen from both towns considered it appropriate to reevaluate the contributions to the National Tax Administration Office (ONAT) when, due to issues beyond their control, they are unable to undertake their usual tasks, Torres Pérez explained.

Likewise, they referred to the convenience of applying fishing gear according to the characteristics of the platforms; and they addressed the environmental impact of the construction of a stoneway on the south coast, where there are effects on biodiversity that limit the development of the activity, she held.


The deputy expressed that, after the Fisheries Law was approved, a training program was conceived with the coastal inhabitants linked to this economic activity, the execution of which was impossible due to the epidemiological complexities in the country.


Upon achieving control of the COVID-19 pandemic, the ANPP decided to resume the dialogue of the deputies and representatives of the Food Industry with fishermen from more than 160 localities on the north and south coasts of the country, with the aim of evaluating the economic and social impact of the referred legislation, and to know the satisfactions and concerns, she declared.

She stressed that direct communication with workers and residents of the towns of Punta Alegre and Júcaro became an opportunity to reflect and determine problems associated with the fishing modalities established by current law: commercial (state and non-state), sports, recreational and research fields.


The regulation approved in 2019 has among its purpose to order fishery resources under the principles of conservation, sustainable use, precautionary approach, the implementation of scientific-technological criteria and the protection of ecosystems.


All this in correspondence with national and international regulations, the principles of food security and sovereignty so that in a progressive, flexible and effective way the implementation of the Cuban fishing policy is guaranteed, as stated in the legislation published in the Official Gazette of the Republic of Cuba.


It regulates fishing authorizations, defines the modalities, establishes the bases for the operation of the advisory body in matters of fisheries management, creates the coordination mechanisms between the organisms of the Central State Administration that intervene in the organization of this activity and defines the fishing zones.
