    The National Assembly of People's Power approved the draft Law of the Family Code and submit it to popular consultation from February 1 to April 30, 2022.

    In the presence of Miguel Díaz-Canel, First Secretary of the Central Committee of the Party and President of the Republic, parliamentarians and guests at the VIII ordinary session of the supreme body of State power, in its IX Legislature, endorsed this text, the result of an intense work and contributions of lawyers, institutions and organizations, deputies and delegates and the population itself.

    Oscar Silvera Martínez, Minister of Justice, when presenting the proposed document, pointed out that this is an expression of the role that the State attributes to the family and of the need to adapt the current legislation to the Cuban reality.

    The project, he said, is consistent with the Constitution of the Republic, optimizes principles, enshrines values ​​and is inclusive and respectful of international treaties.

    In addition, it strengthens family responsibility; updates and improves family legal institutions; enhances gender equality; safeguards the best interests of girls, boys and adolescents; protects youth, older adults and people with disabilities.

    Silvera Martínez added that the project protects all expressions of family diversity and the right of each person to create a family in coherence with the Magna Carta and its principles of equality, non-discrimination and human dignity.

    Likewise, it strengthens the family responsibility from the emotional, educational, formative and economic point of view in the attention to its members; the role of the courts in family litigation; the competences of the Prosecutor's Office, the presence of these matters in the notarial sphere and the responsibility of the Ministry of Justice in the defense and protection of people in vulnerable situations in the family sphere.

    The owner stated that this proposal does not establish a family model but rather recognizes family plurality, constitutes a democratic achievement, the result of everyone's participation in the construction of a modern, inclusive and respectful law.

    Yolanda Ferrer Gómez, deputy for the municipality of Pinar del Río, referred to the contributions of Vilma Espín, eternal president of the Federation of Cuban Women, to the precepts included in this project, which in her opinion is a tribute to her memory .

    He stressed that Vilma devoted her life to making Marti's postulate of human improvement come true; he looked at the family, which is a mirror of society; advocated for social equality between women and men; it set guidelines on sexual and reproductive rights, the confrontation with violence, the protection of vulnerable people and the elderly.

    Ofelia Miriam Ortega, pastor of the Resbyterian Church, professor of Ethics and Gender at the Evangelical Seminary of Theology of Matanzas, thanked the open debate on the Code with different religious institutions, as a reflection of the unity of the Cuban people in their diversity.

    The prominent intellectual Miguel Barnet Lanza highlighted the fact that the Code is taken to a referendum, which shows that we live in a participatory democracy, and added that he supports it because it advocates the noblest of feelings: love.

    The parliamentarian Alberto González Suárez raised his doubts with article 149 on the organization of shared custody and care, to which Silvera Martínez replied that what the document offers are variables to decide in each case what is best for the family and between them what best for boys, girls and teenagers.

    The popular consultation of the Family Code project will take place in the following months of February, March and April, and previously, in January, the electoral authorities of the constituency, special commissions and information processing groups will be trained.

    For this democratic process, 78,110 meeting points were determined in the communities, to which jurists will attend, and each voter will have the right to bring their criteria, either to propose modifications, additions, deletions or to raise their doubts.

    Proposals are expected to be delivered to the Cuban Parliament in May, for processing and consolidation.

    From the first day of activities prior to the VIII session of the ANPP, the deputies offered their views on the draft of the Family Code in version 23, and Díaz-Canel highlighted the work of those who prepared it and ratified that in it The experiences of the Cuban population and the reality of the country are reflected.
