Chiefs of Civil Defense and territorial policy specialists of the Military Regions, A experts for Defense and Civil Defense of the Military Sectors, together with directors of the selected provincial and municipal Risk Reduction Management Centers (CGRR), develop in Ciego of Ávila the Third Workshop on Disaster Risk Reduction of the Central Army.

“The event has among its objectives the exchange of knowledge in compliance with Civil Defense measures, the positive or negative aspects of its application in each territory. In addition, the focus on the analysis of the experiences of the RRMC, a tool that, in hands of the decision-makers of the territories, it is essential to provide the appropriate responses when dealing with the occurrence of disasters”, Lieutenant Colonel Ramón Martín Fragela, Head of the Civil Defense Body of the Ciego de Ávila Military Region, told to Invasor.

Holding this type of meeting also contributes to the training of Civil Defense specialists on the documentation to be developed and unified criteria, and, through the exchange of experiences, strengthens local capacities for decision-making in matters of risk reduction; as well as learn about the work carried out in the Early Warning Points in vulnerable communities and Popular Councils.

Martín Fragela added that, as part of the workshop activities, in addition to conducting theoretical classes and the exhibition of presentations by the participants, they will visit companies and institutions in the territory to learn about compliance with Civil Defense measures in practice.

“Although much progress has been made since 2005 with the first Disaster Risk Reduction directive, which was updated in 2010. Besides, at the moment, work is being done on the renewal of that legal instrument, we still have to continue working with the directors at all levels, in the sense of helping their preparation in terms of Civil Defense. It allows them to be provided with skills and tools for decision-making as well as full compliance with the provisions approved in this regard”, Martín Fragela commented.

The Civil Defense of Cuba celebrates this year the 60th anniversary of its foundation, a system made up of all the forces and resources of society and the State, with the function of protecting people and their property, social infrastructure, economy and natural resources, from the dangers of disasters, from the consequences of climate change and from war.
