The meeting with the sectors of Cuba is a method at all levels

Of what has been undertaken in recent times to solve accumulated problems and others that are appearing in Cuba, two of the methods that have given more possibilities to those who have responsibilities in working with the population have been the systematic exchange with the various sectors of society, and transformative work in neighborhoods.

For this reason, which the First Secretary of the Central Committee of the Communist Party and President of the Republic, Miguel Díaz-Canel Bermúdez, spoke about this week from the Palace of the Revolution, such methods -he said- “are two things to maintain, to constantly be oxygenating them, perfecting them; not to stop them."

The reflection of the Head of State took place in the meeting where an analysis was made about the fulfillment of the actions derived from the meetings held by the First Secretary with leaders, workers, students and representatives of various sectors of Cuban society that also counted from the presidency with the member of the Political Bureau and Secretary of Organization and Politics of Cadres, Roberto Morales Ojeda, as well as with the Prime Minister and also a member of the Political Bureau, Manuel Marrero Cruz.

Regarding the attention given to the proposals derived from each exchange, Roberto Morales Ojeda explained that the results of these meetings were evaluated in the Secretariat of the Central Committee of the Communist Party of Cuba, in whose space the proposal for a group of actions -a tenor with the ideas derived from each dialogue-, which correspond to the vanguard political organization, as well as to the Union of Young Communists (UJC), to the mass organizations, as well as to decision-makers at all levels of the Government.

It is something, he stated, which is being followed up on, while the approaches collected constitute starting points for the work systems of each space from which decisions are made and the construction of a country is projected. "We are talking about 36 trends - detailed the member of the Political Bureau -, from which all the problems that have been evaluated are grouped."

A summary whose presentation was in charge of the Head of the Department of Organization and Politics of Cadres, Humberto Camilo Hernández, illustrated that so far 26 meetings have been held: with students and young people; with youth and student leaders; with journalists, artists, and young creators; with lawyers, Public Health workers, activists from the LGBTIQ+ community; with religious leaders and fraternal associations; with women, businessmen; with economists and bankers; and with athletes, technicians and students of physical culture, as well as with agricultural producers.

According to Camilo Hernández, hundreds of proposals were registered; and among the trends defined, there are those alluding to the communicational field, to the improvement of work with young people -to whom special attention should be paid-, and to the need for a fruitful approach to History.

The trends mark - commented the party leader - the need to work comprehensively in the communities and to add people to the transformative actions of the neighborhoods; they also point to the value of prophylaxis in such scenarios, and of care for those with the greatest vulnerabilities; and they indicate the way to fight against violence, for social and gender equality, as well as to strengthen the fight in social networks and dismantle together, from our reality, the strong campaign of the enemy against Cuba.

The content of trends is also made up of the legal culture and its necessary strengthening; that the municipal instances be spaces of effective attention to the population; remove obstacles to produce more, especially in the agricultural universe; fight crime; contribute to the economic and financial culture; as well as redesigning the banking system so that it plays a dynamic role in the economy.

Other essences that set guidelines for work have to do with ensuring that the different economic actors work in similar conditions, without leaving the Socialist State Enterprise unprotected; with strengthening the concept of social responsibility of these actors; with providing foreign investment with greater incentives; with stopping the growth of social vulnerability gaps, always attacking the causes that create and reproduce them; with eliminating welfare approaches and creating economic capacities in vulnerable subjects; and advance faster in the decentralization of powers, with emphasis on the municipality.

President Díaz-Canel asked leaders of the Communist Party of Cuba, the Government, the UJC, the student community, and other organizations and entities about issues that are of special interest to the country's leadership. Thus, it inquired about the presence, in certain working groups, of representatives of religious institutions; and emphasized the allusion to the permanent exchange with the new generations. In this regard, he highlighted the importance that at all levels and from any space from which decisions are made, meetings with young people are encouraged.

The important thing, he said, is that everyone meets with the youth and with the social sectors; it is about “everyone giving answers; and you have to learn to work like that”.

On the insertion of the University in the fabric of Cuban society, on our artists, on the need for there to be a communicative connection between public sources and the media, the dignitary also spoke.

For his part, Roberto Morales Ojeda underscored the need for this method of exchange, the results of which are being incorporated into the work systems of the agencies, the Government, the Party, the UJC and the mass organizations, to permeate in the same way the levels of the province and the municipality, because that is a way to achieve greater ties with the bases, “to achieve what was agreed upon in the 8th Congress, and was proposed to us by Army General Raúl Castro Ruz, from one Party each more democratic day, for which it is required to be much more participatory”.

The member of the Political Bureau highlighted the concept that, when they work together and at all levels -besides the Party- all the organizations and government and administrative structures, this makes it possible for proposals not to fall on deaf ears and for everything to have an answer: “I think that the system, and this very enlarged meeting of the Secretariat, gives a dimension of the need to continue perfecting the follow-up and control mechanisms, not to the actions but to the transformation of the problem that is ultimately the essence of what is required."

Morales Ojeda also expressed that "everything that has been done and what has been transformed" generates "new criteria to continue enriching the work of the Revolution."

Towards the end of the meeting, and on the specific topic of the transformative work in the neighborhoods, Díaz-Canel Bermúdez valued as "very outstanding" the work that has been unfolding, the work that the ministries are doing together with the colleagues of the Party and the Government in the city of Havana; and warned about the need to prevent such efforts, based on experiences seen in other parts of the country, from falling into routine.

“Life has shown –said the First Secretary of the Central Committee of the Party- that there are many accumulated problems in the neighbourhoods, which must be resolved and faced; and not everyone is doing it, neither with the same creativity, nor with the same insistence, nor with the same type of participation”.

There are sectors, the president reflected, that are already in their second and third meetings (with the country's leadership), “and we are going to continue to do so, but we cannot reach the meetings without answers, or without implementation. (...) This generates a dynamic. So, we must also have another rhythm of work and attention, and this requires precise follow-up”.
