Approaching distant and vulnerable communities to learn about problems and speed up the search for solutions continues to be a work priority in the province of Ciego de Ávila, according to the balance of the work results of the Population Assistance System during the year 2021.
Tomás Alexis Martín Venegas, governor of the territory of Ciego de Ávila, emphasized that the improvement of assistance to citizens includes approaching settlements in vulnerable conditions to dialogue with the people, identify difficulties and manage the solution as soon as possible.
This work strategy makes it possible to listen to a greater number of people, appreciate the problems and make decisions to eradicate them promptly, together with the factors of the environment; as well as increasing confidence in the institutions and their leaders, he stressed.
The mechanism facilitates the exchange, taking into account that the inhabitants of remote areas find it difficult to move to the cities, where the organizations and entities that must address their concerns are concentrated, he added.
The solution to the problems in these areas also pays tribute to the nation economic and social development strategy, considering that its inhabitants are involved in the progress of agriculture and the production of essential goods and services, he recalled.
Therefore, he said, improving the quality of life will have an impact on containing migration to urban areas, which is a necessity, especially in a province like Ciego de Ávila, where agriculture is one of the main economics.
He advocated a more efficient performance of the existing work commissions in the municipalities, so that they act proactively in detecting concerns and identifying families or people who require help, which avoids larger problems.
Nexy Veliz Naranjo, member of the Provincial Bureau of the Communist Party of Cuba, underlined that in the current circumstances an increase in the population's approaches is foreseeable, what cannot happen is that the solutions are delayed; therefore, greater integration between the different factors is urgently needed to speed up responses.
He warned that in the event of a decrease in complaints, it is necessary to analyze the causes, which could be associated with the loss of trust and credibility in the management of the institutions; however, some tend to relate the decrease to greater satisfaction and conformity, which is unlikely in times of economic crisis.
He explained that the province has a budget to serve neighborhoods and communities in conditions of vulnerability destined fundamentally to the solution of recurring problems; and emphasized the role of the socialist state enterprise in eradicating difficulties in nearby towns.
He highlighted that the staff working in the population service offices must be affable, sensitive, charismatic, with the ability to establish a cordial dialogue and avoid confrontations, even in the most complex circumstances.
Managers have the duty and obligation to serve citizens and do so in appropriate places and conditions: “you have to face people, not avoid them, postpone their business, or attend to them in the corridors; we have to be human and be sensitive to their problems, as the Revolution taught us,” he accentuated.
He indicated improving attention to the concerns reported through the media and social networks, as well as achieving better use of these spaces to offer answers, inform in a timely manner and clarify doubts.
Yamilé Santana Blanco, head of the Department of Attention to the Population of the Provincial Government of People's Power, reported that as part of the improvement, the territory advances in the preparation of personnel for citizenship and the improvement of the conditions of the premises, including computerization.
The efficient use of information and communication technologies facilitates the organization, agility and control of work processes, in addition to favoring quality care and monitoring of proposals, he said.
In 2021, cataloged as a complex period for the province and the country, more than 25,800 cases were received at the head office of the Popular Power, administrative entities and through the Citizen Portal, 99 % of these concluded ones.
Most of the notifications were related to housing difficulties, pension needs, labor problems, water and sewage services, electricity and liquefied gas; the transfer of patients, messaging in pharmacies, care in health entities and food distribution.
