It is an extraordinary commitment to hold our assembly 127 years after the signing of the Montecristi Manifest, considered the political platform of the Necessary War, organized by José Martí, and on the same day that, eight years later, Julio Antonio Mella saw the light, founder of the First Communist Party of Cuba.

Being consistent with the history of the creation, for the first time, of a Party that would unify and lead the will of Cubans with the purpose of achieving their independence, has allowed us to exhibit a work of social justice, under the worsening of the world crisis and of a permanent economic and ideological aggression by the Government of the United States, which has intensified in the midst of an exceptional situation, due to the impact of the pandemic, with its inevitable repercussions on the lives of Cubans.

The way in which they have resisted is a sign of the unity of the people, and of the organizational and scientific capacity of the Revolution; before which we, Ciego de Ávila citizens, have assumed the concept of the First Secretary of the Central Committee of the Party, Miguel Mario Díaz-Canel Bermúdez, of resisting creatively.

In this context, the political vanguard of society continues its mission of leading the destinies of the nation and in this effort; it develops its balance process. Critical and objective analyzes characterized the debates at the municipal level, as the need to strengthen internal life, achieve greater influence in the transformation of productive and service results, as well as in the prevention and confrontation of political subversion, prevailed in their ideological approaches.

With the objective of putting into practice, the directives derived from the 8th Congress, important political processes take place. In the meetings for the implementation of the agreements emanating from the balance assemblies of the municipal committees, the critical analysis and political commitment of the militants have prevailed, which puts the partisan organization in better conditions to solve the deficiencies addressed.

The exchange with directors and their reserves in 68 companies, 14 base business units, with the participation of duos made up of cadres and members of the municipal and provincial committees of the Party, has made it possible to delve into the insufficiencies present in the development of their management; In all cases, specific deadlines were left, which will be controlled from the nuclei until their transformation.

Within the work system, the Provincial Committee, with its auxiliary structure, enhances attention to political coordinators, strengthening the link with the leadership structures at the base, in favor of greater popular mobilization that contributes to the solution of problems related with the aqueduct and sewage system, telephone services, the repair of roads and urbanization, as well as the construction and maintenance of social works with high impact, in vulnerable communities that have contributed to the unity of the town.

Increasing the suitability of the general secretaries and achieving greater quality in the ordinary meetings has been a priority from the Provincial Bureau, oriented to the selection of the militant with the greatest possibility of conducting the analysis and deepening in the functioning of the base committees and the union structures; the treatment of the cadres' policy, accountability, fundamental activity and the presence of workers as guests, matters that require greater follow-up by the Party's municipal committees.

The Union of Young Communists works on perfecting its internal functioning.

The mass organizations received specific assignments from the last Congress of the partisan organization, related to updating their functioning, in correspondence with the real problems.

However, not enough progress has been made in the direct link between the cadres and the base to rejuvenate and strengthen their structures, this being one of the reasons why the effective incorporation of workers, peasants and the rest of the population in the battle for economic recovery and revolutionary vigilance.

The Cadres Policy requires constant improvement and updating, in order to ensure the selection, training and promotion of comrades who are characterized by their commitment to the Revolution, personal example, leadership and firm convictions; In this sense, the Party has to transform its internal deficiencies and raise the demand on the political and mass organizations, as well as on the State and the Government.

Reality calls us to achieve greater integration and effectiveness in the prevention and confrontation of crime, in order to influence robbery with force and theft against property, reverse the trend of increased acts against livestock—especially in the private sector—, and better focus the analyzes on the nuclei constituted in the entities of Commerce, Gastronomy and Tourism, the most affected; likewise, the municipal bureaus of Ciego de Ávila, Morón and Baraguá will have to reinforce their demands, as they are the territories with lower results.

The Provincial Committee has paid differentiated attention to the policies approved to stimulate the economy. In this scenario, the Socialist State Enterprise has to demonstrate its effectiveness as the predominant form of management. An example of this is Ciegoplast and the Provincial Education Insurance and Services Company, however, the trend is towards non-compliance with net sales, entities with losses are growing and the average salary-productivity correlation is unfavorable, generating payments without productive support. From the leading bodies of the Party and the Government, it is necessary to banish the lack of initiatives in the cadres, which do not adopt correct measures, nor do they involve the labor groups in the solution of the problems, with a greater presence in the entities of Agriculture and the sugar bowls.

To recognize, diversify and strengthen the management of the different forms of property, the 8th Party Congress convened; scenario where local development projects, non-agricultural cooperatives, and micro, small and medium-sized enterprises (MSMEs) operate, of the latter the Industrial Media Luna, due to its excellent results, is an example to multiply. However, it is a weakness that given the possibility for the emergence of MSMEs and affiliated companies, in the business sector, and in the municipalities of Primero de Enero, Baraguá and Bolivia, there is no approved one.

The Party, the Union of Young Communists and the Central de Trabajadores de Cuba with their unions, have to strengthen their influence in order to know the concerns of these workers achieve unionization and intend growth with the objective of building political structures.

Special political treatment has been given to compliance with exports; however, they closed much lower than expected, and this is affected by the behavior of the sugar harvest and the accumulation of containers in the port with charcoal.

On the other hand, the sales of copper and bronze scrap, shrimp, honey, raw tobacco, and the online sales of the Ceballos Export Pole and the Media Luna Industrial are favorable.

The planning, use and control of the budget is of vital importance in the economy, but it has been a concern due to the fact that income does not cover expenses, showing a deficit of more than 2,700 million pesos. Its use was directed to financing existing needs, especially in Public Health. In this sense, savings must be promoted as one of our main sources of income. From the Party it is necessary to demand from the Government the strengthening of the Global Organs of the Economy to transform the financial economic activity and contribute to decision making.

It is necessary to make a real shift in the mentality in order to defend the increase in national production, especially that of agricultural products, where the expected growth in municipal self-sufficiency has not yet been achieved: between cassava, sweet potato, taro and 3,560.13 hectares (ha) remain to be planted for bananas, a goal set for 2024.

Livestock activity still reflects administrative inefficiency and the need for greater political demands that allow banishing bungling and non-compliance with the approved measures. In cattle, mortality is growing and only a 46 percent birth rate is reached, due to lack of food, derived from non-compliance with planting plans for pastures and fodder. Milk production decreases by four million liters, directly affecting extremely important destinations such as medical diets. In this decrease, affect Baraguá, Venezuela and Majagua; as well as the companies Ruta Invasora and Integral Ciego de Ávila.

The pig industry is the most affected, as local alternatives for obtaining animal feed are insufficient, forcing decision makers to maintain a reduced number of breeders. It must be recognized that 18 ships have been recovered in the Porcine Integrals and there is growth in the multiplying center of dark-coated pigs.

The commercialization of agricultural lines, from the application of the 63 measures approved by the Council of Ministers, has generated a positive effect on the diversity and quality of the offers, and on the sales and organization techniques, fundamentally in the markets. leased, without yet reaching the projected 50 percent. The instability of the products, the violations in the relation quality-price and non-payment, are more accentuated in those managed by Acopio, causing strong questions from the producers and the population.

The Party has been gaining experience in the process of handing over idle state lands in usufruct, however, there has been a lack of timely analysis with those responsible for ownership and its efficient use.

The Provincial Committee, when carrying out an objective assessment, recognizes that there has been a lack of depth in the municipal bureaus, the analysis of the nuclei, base committees, boards of directors, assemblies of affiliates and associates, with the aim of reinforcing the role of the contract and incorporate science and innovation to meet the population's demand, achieve effective import substitution and grow exports.

The sugar cane production, despite the new measures approved in favor of its recovery, shows a sustained decrease; Today, 994,343 tons (t) are delivered to industries, well below potential, with an agricultural yield of 38 t/ha. The same trend is evident in the manufacture of sugar, setting the plan for this campaign at only 88,218 t. A weak link in that chain is agricultural activities, where the planting plan materializes only 57 percent; which is the responsibility of the four sugar companies.

In compliance with the policy for Tourism, the Jardines de Rey destination shows growth in its hotel plant, with the opening of 2,571 new rooms. At the same time, maintenance was given and those that were out of order were reduced, particularly in the Gran Caribe and Cubanacán chains, which made it possible to carry out improvements, in accordance with international standards.

Hurricane Irma had a greater impact on the housing stock of Chambas, Bolivia, Morón, Ciego de Ávila and Venezuela. Despite including recovery from total landslides as a priority in the plan, 1,753 families have not been able to enjoy a new home. Among the main causes persists the lack of systematic control of the works, specifically, of basic housing cells; subjective aspects that require greater commitment from the housing system, the construction agencies and local governments. The Provincial Bureau, from its mission, has to ensure that the nuclei are critical in rendering accounts and adopt disciplinary measures with those responsible.

As part of the computerization of society, fiber optic connections are increased, providing fourth generation to the municipal seats. The use of electronic commerce wastes the existing capacities in favor of a better articulation, as a dynamic factor of the economy and the quality of life of the population.

With the contribution of the comprehensive care plan for educators, positive results are obtained in several indicators; in particular, the exodus decreases and coverage increases. A strategic direction is the improvement of the teaching, research and dissemination of History, Marxism and Leninism, contextualized to the Cuban reality, taking into account the thought of Fidel and Raúl, as well as the respectful use of symbols, the preservation of national traditions and culture. In this objective, it is up to the Party to control the consolidation of the training of teachers who teach these subjects, to make them more attractive and stimulate their knowledge.

A fundamental pillar of the Revolution is the Health sector, in which its professionals have played a leading role in confronting COVID-19, however, an exhaustive look at the results obtained revealed weaknesses in the work system that limited the rigorous analysis of the causes that generated the problems and, consequently, apply educational measures, banish the lack of sensitivity of some and the bungling of others, in order to improve the quality of life of the population.

The Maternal and Child Program closed the year 2021 with deterioration in its main indicators, showing a mortality rate of 13.5 per 1,000 live births. Insufficiencies in the training process, with emphasis on basic and nursing specialties, violations of protocols, the insufficient bond of the Basic Work Groups and the instability of family doctors and nurses; issues criticized by the population.

The context requires perfecting the political and administrative management systems, attached to science and its results, through technical advisory councils, consultation with experts on strategic issues, inclusion of the subject in the boards of directors of the main entities and the planning of expenses in order to achieve the transformations projected until 2030, with emphasis on the municipality as a fundamental scenario.

The growing aggressiveness of US imperialism, the intensive use of social networks against the Revolution, to damage its image and even call for violent actions in the physical space, are aimed at weakening national unity. Their confrontation demands greater political-ideological influence; possible with the articulation and effectiveness of revolutionary activism in the generation and management of intelligent content in the digital scenario. The challenge requires strengthening the political preparation and action of the cadres, militants, workers and the rest of the population, from the effective leadership of each nucleus.

Although, in a general sense, the socio-political environment is favorable, concerns persist about the confrontation with speculation; salary-price correspondence, particularly for food; the shortage of essential products in national currency and delays of some included in the regulated family basket; the lack of medicines and their distribution.

In this context, the application of the communication strategy is vital, promoting timely treatment and solution, specifically to the approaches generated in the accountability processes of the delegates and in the mass media.

In this ideological battle, culture is essential, the weaknesses that persist are oriented to the relationship of cultural institutions with creators and their organizations, based on the contributions to the development of the spiritual life of Ciego de Ávila`s citizens, this premise demands greater impetus and creativity in the implementation of the cultural policy of the Revolution, being constant interlocutors of intellectuals and artists.
