    Use of digital signature increased in Ciego de Ávila

    Amplían uso de firma digital en Ciego de Ávila

    According to agreement 9266 of 2022 of the Council of Ministers of Cuba, before April 30 of this year the digital signature mechanism will have to be used in the organs, agencies of the Central State Administration, the Central Bank of Cuba, all entities national and local bodies of People's Power.

    Currently, in the province of Ciego de Ávila, the digital signature is Confecciones Trébol, Economy and Planning, Finance and Prices, the Hydraulic Research and Projects Company, the Máximo Gómez Báez University, Physical Planning, Aqueduct and Sewerage, the Provincial Directorate of Justice and the municipal governments of Florencia and Chambas. The Provincial Delegation of Territorial Planning and Urbanism, all the municipal governments and the provincial, right now in the contracting process are added because of the recent provision.

    "Based on the quality, systematicity and promptness of this experience, assessments will be made for its subsequent generalization to the public," states the agreement of the Council of Ministers.

    The digital signature is an encrypted authentication seal that can be placed on an electronic document, which confirms that the person who is signing is the author of the information contained in the document. They are highly secure, in such a way that they guarantee the confidentiality, integrity, authenticity and non-repudiation of the documents.

    Its use is extended with the purpose of achieving greater efficiency in the management of public administration within the framework of Digital Government, since it facilitates all procedures and issues for the population.

    The existing legal framework in Cuba on the digital signature covers Decree Law 370 of July 4, 2019, which defines that any electronic document digitally signed through digital certificates is valid for any entity.

    Another step forward is Reafirma, a platform developed by the Territorial Division of the Defense Information Technology Company (Xetid) in Ciego de Ávila, whose main objective is to sign any type of document in PDF format.

    “Reafirma facilitates electronic invoicing; provides legal validity in all documents provided by the digital signature itself; save money, materials, fuel, human resources and office resources such as printer sheets and toner.

    "It can be used in the internal procedures of the entity, but also with its clients, and among its advantages is guaranteeing the security of the documents and keeping them in an orderly manner," Niurka Socarrás Hernández, senior specialist in Information Technology at Xetid, said.

    The electronic signature complies with strict and widely regulated security standards, due to the use of advanced data encryption technologies. This solution has proven to be secure, reliable and much faster than the pen and paper process.

    Xetid is a certifying entity that has a web page available where all the contracts and information that companies need for the use of digital signatures are located. In addition, its workers offer training services on document management and storage of electronically signed files.
