"We are now in a position to carry out the popular referendum on the Family Code," the president of the National Electoral Council (CEN), Alina Balseiro Gutiérrez said at this month's meeting of the country's leadership with the governors of the 15 provinces and the mayor of Isla de la Juventud.

The first secretary of the Central Committee of the Cuban Communist Party and President of the Republic, Miguel Díaz-Canel Bermúdez, headed from the Palace of the Revolution. Besides, the member of the Political Bureau and Prime Minister, Manuel Marrero Cruz directed the meeting that took place in the afternoon-Monday night by videoconference in which the president of the National Assembly of People's Power (ANPP), Esteban Lazo Hernández, also a member of the Political Bureau, participated.

The documentation that ensures the referendum on September 25 and other supplies, except for a few details, are already in the municipalities, Balseiro Gutiérrez informed, who referred to the purpose that next Thursday, September 15, all the electoral colleges.

He recalled that this Sunday the dynamic test of the process at the national level will be carried out, and the vote abroad. The president of the CEN thanked the provincial and municipal authorities for the permanent logistical support.

The president of the Government of the Republic, Manuel Marrero Cruz, underlined the exemplary nature of this democratic process to which Cubans are called, which is guaranteed complete transparency and in which, he emphasized, everything has to work well and achieve a high level of participation.

The head of the Ministry of Justice, Oscar Silvera Martínez, who presented the topic, took a tour of the elaboration and development of the Family Code, one of whose most critical points, and an example of democracy for the world, was the popular consultation that preceded its latest versions to be approved by the ANPP and will now be submitted to a referendum.

    Increasingly self-sustaining municipalities

The forthcoming entry into force of the Law on Food Sovereignty and Food and Nutritional Security (SSAN Law), approved last May by the ANPP, was also analyzed at the September meeting of the country's leadership with the governors.

The first secretary of the Central Committee of the PCC, Miguel Díaz-Canel Bermúdez, pondered Law 148 of 2022 as another milestone to specify the indications of the Party, the State and the Government to go to local productive schemes where there is less centralization every day and where Each municipality is capable of producing the food they need, as well as other items that allow them to access what they cannot harvest on their land, but which can be obtained in other territories of the country.

"We have to go to less food imports, to meet our needs with what we are capable of producing with science, innovation and based on agroecological practices," emphasized the President of the Republic.

The Prime Minister, Manuel Marrero Cruz, stressed that in the implementation of the SSAN Law, preparation and training are key, and that it is necessary to explain it well to the population and to the economic actors linked to agri-food production.

Deputy Prime Minister Jorge Luis Tapia Fonseca was in charge of explaining the implementation route of the Food Sovereignty and Food and Nutritional Security Law, a process that has been developing.

Achieving food sovereignty is that we are capable of producing the food we need, conceptualized Tapia Fonseca, who detailed the strategic axes that should serve to materialize the SSAN Law.

He referred to increasing the use of the land and removing from its idleness the thousands of hectares that have not yet been planted; that each work center, with possibilities for it, have an area for self-consumption; and to take advantage of the 63 measures to encourage agricultural production, which, he assured, have been creating the right conditions for the definitive takeoff of Cuban agriculture.

Tapia Fonseca addressed the development that the current cold season should have, which is what guarantees food for the population for the next eight months, he said; and to carry out a correct contracting process for all products and to reach each producer on their farm.

The deputy prime minister explained the great potential that each locality has for the increase of grain harvests, root vegetables, and vegetables, as well as the promotion and consumption of meat from small livestock and aquaculture; but for all this, he emphasized, in each municipality, there must be a desire to do so.

The September meeting of the country's leadership with the governors and the mayor of the Isle of Youth also analyzed the improvement of the systems and organization of the inspection bodies in the territories, the organizational changes in the provincial and municipal government structures, and compliance with the housing program.

In addition, participating in the exchange were the deputy prime ministers, Commander of the Revolution Ramiro Valdés Menéndez, Ricardo Cabrisas Ruíz and Jorge Luis Perdomo Di-Lella, and the member of the Secretariat of the Central Committee of the Party and head of the Economic-Productive Department, Joel Queipo Ruíz, in addition to ministers, ministers and other authorities.
