Between October 21 and November 11, nomination meetings for candidates for delegates to the municipal assemblies of People's Power will take place throughout the country, a process that is being prepared in Ciego de Ávila according to the provisions of the Electoral Law.

Looking ahead to that moment, the electoral commissions in the territories determine the nomination areas, taking into account the number of inhabitants and the Committees for the Defense of the Revolution in each constituency, Marlenis Báez Valdivia, vice president of the Provincial Electoral Commission, said.

As stipulated in the Cuban norm, approved in 2019, each constituency can have up to eight nomination areas, in which a candidate will be approved directly and by a show of hands (with 50 percent plus one of the votes), who will go to vote on voting day, agreed for November 27. The elected delegates will exercise their functions for a term of five years.

“The Cuban citizen in full enjoyment of his civil and political rights is eligible if in each case he meets the following requirements:

a) To delegate to the Municipal Assembly of People's Power, have reached sixteen (16) years of age, have their residence in an electoral constituency of the municipality and have been nominated as a candidate in it”, mandates article 11 of the Electoral Law.

The municipal assemblies of People's Power are the highest organs of State power in their demarcation and, consequently, they are vested with the highest authority in their territory. They are made up of the delegates elected in each circumscription, through the free, equal, direct and secret vote of the voters.

Báez Valdivia reported that electoral authorities are currently being trained and voter lists are being updated through house-to-house visits. Likewise, he said that the documentation of the process is already in the possession of the municipal electoral councils and the computer and network service to process the count has been assured.

As the popular referendum on the Family Code is very recent, it will not be necessary for all the electoral authorities to take office, but only those that are replaced or renewed.

Although the Ciego de Ávila census is not yet ready, the referendum had a basic part of just over 330,000 voters, of which 78.94 percent exercised their right to vote.

As specified in the call of the Council of State, the municipal elections will be held on November 27 in the first round and on December 4 in the second round, in those constituencies in which none of the candidates obtains more than 50 percent of the valid issued votes.
