After 46 years, Reinaldo Rodríguez Varona preserves intact the memories of the constitution of the first Municipal Assembly of People's Power in Morón, province of Ciego de Ávila, and relives the pride of that October 31, 1976, when in the Social Circle (currently House of Culture) was invested as vice president of that body.

Later, in a public ceremony in Parque Martí, the Executive Committee was presented, with Lenin Fernández Reyes as President and Enrique Guerrero Varona acting as Secretary, colleagues with extraordinary capacity and responsibility, as well as distinguished by their ethical values.

It was very moving to see the people gathered and applauding after the presentation of the members of the local government, he described.

Reinaldo, initially elected as a delegate to the AMPP by District Number 13 of the so-called Rooster City, had appreciated the opportunity to continue defending the Revolution from that trench, where he remained for five years, although he has never left.

He still advises delegates and leaders of the territory to improve their management, and frequently participates as a guest at the AMPP sessions, where he always receives respect and recognition as the founder of that body.

Back to the past, he recalls that, after the People's Power leadership was formed in the territory of Morón, its members received training in the municipality of Colón, in the province of Matanzas, and later attended a preparation in the National Assembly.

After the brief period of capacity building, they faced structural modifications, as the administration of agencies that were subordinate to the provincial level was conferred on the municipality, he said.

At that stage, Morón was one of the most prosperous cities in the country, but it was not exempt from problems that they had to deal with the urgency and responsibility demanded by the voters, so that their efforts focused on solving problems on the roads and business sector to ensure economic and social progress.

On a weekly basis, they made visits to local entities to check progress and exchange with managers and workers in order to contribute to their performance; and the dialogue with the people while they walked through different areas of the demarcation was also common.

The delegates had the power to assist the companies and control the progress of the productions or other internal situations that could affect the collective well-being; they could even require the administrative staff to report to the voters on their management and that of the organizations they represented, he explained.

Every week they dispatched with the voters, however, there was the possibility of approaching the headquarters of the Municipal Assembly to process the concerns and there they were always attended, he assured.

The AMPP management had created a work system to support the work in the constituencies because in some cases the delegates, lacking experience in management, required help to perform successfully and respond quickly to the proposals of the voters.

This recently emerged figure enjoyed recognition, evidenced by attendance at meetings, participation in community affairs and in exercises of popular control, so that the People's Power functioned as it is currently intended by rescuing the authority of the representatives of the Government in the base, compared.

As now, the delegates had involvement and responsibility with what was happening in their environment and participated in decision-making in relation to matters of collective interest.

Reinaldo positively valued the environment that has been created through the National Program for Transformations in Neighborhoods and Communities, through which the integration of all factors is achieved to solve problems that affect the inhabitants of settlements in conditions of vulnerability.

The will to improve the functioning of the Local Organs of People's Power and the ability to overcome an economic crisis intensified by the US blockade, with the supreme objective of guaranteeing the well-being of the people, is demonstrated.
