The Governor of Ciego de Ávila renders accounts of his management

Accountability is a basic principle of the People's Power system in Cuba and, consequently, for the second time in his term, Tomás Alexis Martín Venegas, governor of Ciego de Ávila, put his management in the last year under scrutiny, which complies with article 177 of the Constitution of the Republic and Law 138 on the Organization and Functioning of the Provincial Government of People's Power.

Before an audience that brought together the representatives of this government body in all the municipalities, as well as directors of entities and organizations, and Ena Elsa Velázquez Cobiella, Minister of Education, Martín Venegas began by putting the economic-social scenario of the period in context , characterized by the intensification of the economic, commercial and financial blockade of the United States and by the advance of the effects of the economic crisis that the country is experiencing.

In the period evaluated, 10,717 proposals were received, of which 8,841 were resolved, with the municipalities of Ciego de Ávila and Morón being the ones that showed the lowest solution percentage, and progress was made in the priorities of prevention and social assistance, among them, the care with resources for vulnerable people, the granting of skills in daycare centers to mothers with more than three children and the incorporation into employment of 1,102 people.

Likewise, several days of effort and budget were devoted to caring for vulnerable communities in a complex economic moment. In this way, actions were carried out in 69 communities, 34 popular councils and 85 circumscriptions, related to the removal of dirt floors, home repair, rescue of warehouses and pharmacies, construction of spillways and cleaning of green areas.

Economic indicators

The indicator related to net sales was met at 92 percent, with 44 companies below expectations, while retail merchandise circulation is in the order of 99.8 percent, leaving 1,916 million pesos to enter for this concept.

Profits remained at 18.5 percent compliance and there were 25 companies that suffered losses, valued at about 531 million pesos, including 18 from the agriculture sector. In this regard, the insufficient business management and inadequate application of the measures approved in the country to stimulate the socialist state enterprise was recognized.

The plans for the export of goods and services were not achieved, although a slight increase in exportable rubles is reported, and the sugar harvest was below expectations. For the current conflict, the process of repairing the power plants was followed up and workers from various sectors joined the activities of planting and cleaning the grass.

In these 12 months of 6,727 land handover files, 5,180 were processed, but greater speed is needed to put the more than 27,000 idle hectares that the province has into production. Along the same lines, 1,320 landless cattle owners were benefited.

The Municipal Self-Supply Program shows 31.9 pounds per capita of root vegetables, vegetables, and fruits, with a slight increase in fruits and grains, which contrasts with the 0.744 kg per capita of animal protein when a minimum of five was designed. A deficit of more than 1 million 800,000 liters of milk that did not reach the Dairy Company is added to this.

"It is a pending challenge for Ciego de Ávila to once again be a province with high production rates," emphasized Martín Venegas.

Prioritized sectors

The fact that the Maternal and Child Program did not meet the indicators required by the Ministry of Public Health, especially with regard to low birth weight and infant mortality, was one of the dissatisfactions that the governor pointed out, despite the monitoring and demand that has remained around this prioritized program.

According to the Commission that prepared the opinion of the accountability report, "it was possible to verify that there is a lack of intersectoral work to reverse the numbers in the red."

However, progress was made in the repair and maintenance of 63 medical offices, three maternity homes, three nursing homes, 13 pharmacies, and 30 work objects were completed in both provincial hospitals as part of the day of decisive effort.

The follow-up to the agreements derived from the congresses of the Union of Writers and Artists of Cuba and the Hermanos Saíz Association was part of the governor's work agenda, as well as the repair of cultural institutions. In turn, he valued as positive the work of the José Martí Art Instructors Brigade in neighborhoods and communities and its activism in the cultural programming of the territory.

Another turning point in the report was the analysis of the Housing Construction Program, since of 1736 houses to be built, 874 were completed. More scope was inventoried, for example, in attention to the demographic policy indicator where they benefited from new houses 210 mothers with more than three children.

At the close of the meeting, Yarelis Pita Luis, in charge of the Commission that prepared the Opinion of the Accountability Report, considered that Tomás Alexis Martín Venegas presented a critical report and that he is in a position to continue leading the territory promoting programs and tasks of impact.
