Ena Elsa Velázquez Cobiella, Minister of Education, highlighted the collective responsibility in the adequate execution of the State budget, when speaking in the first ordinary session of the recently constituted Municipal Assembly of Popular Power (AMPP) in the territory of Morón.
The planning of the finances arranged by the country ―he emphasized― must be made known and evaluated with the workers to strengthen their commitment to the effective and efficient use of resources, so that they produce goods and services that generate satisfaction in the people.
She insisted on raising the quality of services in sectors such as Health and Education, which remain a priority during budget allocation, in line with what is expressed in the plan for the town of Morón for the year 2023.
She underlined the importance of saving, without failing to comply with the planned activities and with the required quality, therefore, the potential to reduce expenses must be found in the rational use of energy carriers, telephone services and material resources.
The ability of the different organizations to take advantage of the land to produce food that satisfies internal needs will lead to a reduction in expenses, an idea conceived in projects aimed at increasing the contributions of workers and students to the economy, she explained.
She said that the allocation of the budget and planning of expenses correspond to the income and the potential to generate goods and services in favor of the local population.
She considered essential the work of the delegates and presidents of popular councils in the control of the State budget, based on the knowledge they have about the planning of expenses through government programs, the allocations to organizations and the plan of the economy.
The work of numerous entities has scope in the communities, therefore, popular control must be exercised, with the objective of ensuring the correct employment and the quality of the actions planned to benefit the people, he specified.
For the year 2023 the total expenses in the Morón territory are estimated at 514 million 473 thousand 500 pesos and 89 percent of that capital will be allocated to the sectors of Health, Education, Culture, Sports, and Assistance and Social Security, which that supports the development of social programs and public services.
In order to protect the population from the consumption of essential goods and services, the subsidy for products such as fresh milk, meat and compotes for children, the uniform, the layette and others will prevail.
More than 40 million 800 thousand pesos will subsidize the real costs of goods and services with a tendency to become more expensive, due to inflation in the global and national scenarios, defines the opinion of the Permanent Work Commission for Attention to Economic Affairs and Construction Programs.
The capital allocated to subsidies is five million pesos and will be used to solve housing problems for mothers with three or more children under 17 years of age, with the possibility of buying 14 homes at a price of 350 000 pesos.
Some 37 566 700 pesos will cover the expenses of social assistance, with opportunities to protect 300 families, benefit 1,264 people and maintain temporary economic aid to those assisted to assume the cost of the regulated family basket and other products of controlled distribution.
Support for temporary economic aid of 280 pesos per capita is maintained, to those assisted, to assume the cost of the Normated Family Basket and other controlled distribution products.
Meanwhile, 10 million will support the Neighborhood and Community Transformation Program, with the aim of solving difficulties in housing, urban planning and in basic services provided from the community, in all cases with the participation of citizens.
The actions planned in four popular councils (eight communities and one neighborhood) include road repairs, repairs to schools, medical offices, television rooms, the construction of parks, deliveries of construction materials to eliminate dirt floors, cleaning of areas affected by the marabou and monitoring of vulnerable cases.
In the educational sphere, 164 million 965 thousand 700 pesos will cover expenses for different concepts, including construction maintenance for the sustainability of executed works, and will support comprehensive training in 42 institutions of different levels of education.
In the same way, the Health sector, with a figure of more than 140 800 000 pesos, will make it possible to maintain the constructive rehabilitations and will ensure the operation of two polyclinics, a maternity home and the grandparents' house.
In addition, they will cover the expenses of the Maternal-Child Care and the Family Doctor and Nurse programs, and some five million pesos will support booster vaccination against the SARS-CoV-2 virus.
